License testing for paid apps

Paid apps also get a license-tester CSV with the same Google emails. In Play Console open Settings, then License testing, and add those addresses.

Testers can then install the paid app without being charged. A free app does not get this second file.

Upload the closed-testing list and the license list before you save the opt-in URL.
